The early 1980s were a tumultuous time for Miami. Amid a public relations nightmare, Miami was ground central for cocaine importation and resulting street crime. The Miami Grand Jury Investigation that Exposed Systemic Nursing Home Abuse

The laws needed to be amended to add more ‘teeth’ to deter bad nursing home behavior.
The Grand Jury investigation made waves which eventually made ripples in Tallahassee. Florida lawmakers took note of Miami’s nursing home abuse problem and the Florida legislature was shocked to learn that sixty percent of Miami nursing homes provided “unacceptable or consistently very poor care” for residents. After recognizing that the existing laws did not adequately protect vulnerable residents, the Florida Legislature passed the “Nursing Home Residents Rights Act” in response to the Grand Jury’s findings. The Nursing Home Residents Rights Act was passed to empower nursing home abuse victims statewide to sue negligent nursing homes for elder abuse and neglect.
