How Medicare Rates Nursing Homes
Medicare bases their overall ratings of nursing homes on three factors: health inspections, staffing, and quality measures. State inspectors conduct yearly inspections of nursing homes for compliance with Medicare and Medicaid regulations. A nursing home may also be inspected based on a complaint from a resident, or for compliance with infection control and prevention standards. During these inspections, surveyors look for any signs of unhealthy living conditions, instances of abuse or neglect, infection outbreaks, and more. If a nursing home receives a 5-star rating from Medicare, it generally means that the facility has little to no deficiencies in staffing levels and resident care. A 5-star rating from Medicare is considered “much above average.” Nursing homes can receive ratings between 1 to 5 stars depending on how well they score in health inspections, staffing, and quality measures.
Whispering Oaks
Whispering Oaks is a large, 236-bed facility located at 1514 E. Chelsea Street in Tampa, Florida. This non-profit facility is also known by the legal business name of Senior Health – TNF, LLC. Whispering Oaks offers post-acute care, skilled nursing, and rehabilitation services. The nursing home has been serving Hillsborough County for over 47 years. As of the time of this post, Whispering Oaks has received a five-star rating by Medicare in the “Staffing” and “Quality Measures” categories.
Despite its high rating, Whispering Oaks has been sued in nursing home negligence lawsuits before.
St. Petersburg Nursing & Rehabilitation
St. Petersburg Nursing & Rehabilitation, also known as St. Petersburg Nursing and Rehabilitation, LLC., is a for-profit facility in Pinellas County. St. Petersburg Nursing & Rehabilitation is a 96-bed facility located at 521 69th Avenue N. in St. Petersburg, Florida. Within the past twelve months, the nursing home has received four health citations during inspections. The average number of health citations in nursing homes across the U.S. during the same period is 8.3. Furthermore, the facility has reported a total of 5 hours and 8 minutes of nurse staff hours per resident per day. This is a full hour more than the Florida average of 4 hours and 8 minutes.
Even though this is one of Tampa’s top-rated facilities, St. Petersburg Nursing and Rehabilitation Center has been sued in nursing home negligence cases in the past.
Orchid Cove at Oldsmar
Orchid Cove at Oldsmar can be found at 3865 Tampa Road in Oldsmar, Florida. Located in Pinellas County, this 120-bed facility is just a few minutes away from Mease Countryside Hospital. Orchid Cove at Oldsmar is a for-profit facility known by the legal business name of Oldsmar FL Opco, LLC. The nursing home had no complaint inspections in the past year, and only received four health citations during standard inspections. The average number of health citations in Florida during the same time frame is 5.7.

Plaza West
Plaza West, also known legally as CCRC Opco – Sun City Center, LLC., is a 113-bed, for-profit nursing home in southern Hillsborough County. The facility is located at 912 American Eagle Blvd. in Sun City Center, Florida. Plaza West accepts both Medicare and Medicaid, as well as other insurances. According to the staffing reports that Plaza West shared with Medicare, the facility has a nursing staff turnover rate of 39.4%. The national average of nursing staff turnover is 53.3%, and the Florida average is 51.8%. Lower turnover rates indicate that facilities retain their staff for longer periods of time. A turnover rate of 39.4% may indicate that Plaza West has staff that are familiar with the facility’s residents and needs.

East Bay Rehabilitation Center
East Bay Rehabilitation Center is a for-profit, 120-bed facility in Clearwater, Florida at 4470 E. Bay Drive. The nursing home’s legal business name is East Bay NC LLC. and it is owned by SBK Capital, LLC. East Bay Rehabilitation Center provides skilled nursing, post-acute care, speech therapy, physical therapy, occupational therapy, and more. As of this post, Medicare has rated East Bay Rehabilitation Center four stars in the “Health Inspections” category, four stars in the “Staffing” category, and five stars in the “Quality Measures” category.

The Cedars at Mease Life is a non-profit skilled nursing facility located near Mease Dunedin Hospital. The Cedars at Mease Life, legally known as Mease Life Inc., is located at 910 New York Ave. in Dunedin, Florida. This 100-bed nursing home accepts Medicare, Medicaid, and several other insurances. Within the past twelve months, the facility has received zero complaint inspections and four health citations found during standard inspections. The average number of health citations found over a year at facilities in the United States is 8.3. Furthermore, as of the time of this post, Medicare has rated the facility as “much above average” in their staffing levels.
