How Medicare Rates Nursing Homes
Medicare bases their overall ratings of nursing homes on three factors: health inspections, staffing, and quality measures. State inspectors conduct yearly inspections of nursing homes for compliance with Medicare and Medicaid regulations. A nursing home may also be inspected based on a complaint from a resident, or for compliance with infection control and prevention standards. During these inspections, surveyors look for any signs of unhealthy living conditions, instances of abuse or neglect, infection outbreaks, and more.
If a nursing home receives a 5-star rating from Medicare, it generally means that the facility has little to no deficiencies in staffing levels and resident care. A 5-star rating from Medicare is considered “much above average.” Nursing homes can receive ratings between 1 to 5 stars depending on how well they score in health inspections, staffing, and quality measures.
Commons at Orlando Lutheran Towers
Commons at Orlando Lutheran Towers, which also goes by the legal business name of Orlando Lutheran Towers, Inc., can be found at 210 Lake Avenue in Orlando, Florida. This non-profit facility is part of the continuum of care of Orlando Lutheran Towers. Orlando Lutheran Towers, Inc. offers independent living in The Towers, assisted living in Windsor Place, and skilled nursing in The Commons.
Commons at Orlando Lutheran Towers is a 168-bed nursing home located close to downtown Orlando. The facility accepts Medicare and Medicaid, as well as other insurances. In the past year, the facility has received a total number of four health citations during inspections. Comparatively, the average number of health citations during the same period in the U.S. is 8.3.
Despite its high rating, there have been prior negligence lawsuits against Commons at Orlando Lutheran Tower, alleging resident neglect.
The Palms Nursing and Rehab at Orlando
The Palms Nursing and Rehab at Orlando is a 115-bed facility located at 1730 Lucerne Terrace in Orlando, Florida. This for-profit facility can be found near the Orlando Regional Medical Center.
The Palms has been deemed a “Center of Excellence of Wound Management” by partnering with Vohra Wound Physicians to provide quality wound care to patients. This includes treatment for surgical wounds, as well as pressure injuries.
In the past twelve months, The Palms Nursing and Rehab at Orlando has received three health citations during inspections at the facility. This number is quite low compared to the national average of 8.3 health citations per year.
The Palms Nursing and Rehab at Orlando has been sued for nursing home negligence in the past.
Conway Lakes Health & Rehabilitation Center
Conway Lakes Health & Rehabilitation Center is a for-profit facility located at 5201 Curry Ford Road in Orlando, Florida. This 120-bed facility is also known by the legal business name of Conway Lakes NC, LLC. Conway Lakes Health & Rehabilitation Center has been owned by SBK Capital, LLC. since 2003.
Conway Lakes has received zero federal fines in the last three years- federal fines are penalties given to nursing homes by the government when the facility receives a serious health or fire safety citation.
Furthermore, Medicare has rated Conway Lakes five stars for quality measures, short-stay quality measure, and long-stay quality measures. These ratings reflect that the nursing home has performed well in certain areas of care– like ensuring that residents have gotten their flu shots, treating residents that are in pain, and keeping residents well-nourished and hydrated.
Conway Lakes Health & Rehabilitation Center is a recipient of the Governor’s Nursing Home Gold Seal Award and The Joint Commission’s Award. These awards are only given to nursing homes that meet rigorous standards of quality and care.
There have been prior civil cases filed against Conway Lakes Health & Rehab alleging nursing home negligence and wrongful death.
Metro West Nursing and Rehab Center
Metro West Nursing and Rehab Center, also called Sovereign Healthcare of Metro West, LLC., is a for-profit nursing home. This 120-bed facility can be found at 5900 Westgate Drive in Orlando, Florida.
Metro West Nursing and Rehab Center accepts Medicare, Medicaid, Aetna, Humana, Cigna, and many other insurances. Metro West offers short-term stays for respite care and/or rehabilitation and permanent residential stays for residents needing memory care and skilled nursing.
Despite its high rating rating on Medicare’s Care Compare, Metro West Nursing and Rehab Center has been sued in nursing home negligence lawsuits in the past.
Solaris Healthcare East Orlando, formerly AdventHealth Care Center Orlando East
Solaris Healthcare East Orlando (formerly known as Advent Health Care Center Orlando East) is a non-profit nursing home located at 250 Chickasaw Trail in Orlando, Florida. This 110-bed facility is also known by the legal business name of East Orlando Health & Rehab Center, Inc.
Solaris Healthcare East Orlando is located right outside of AdventHealth East Orlando (formerly known as Florida Hospital East Orlando).
The nursing home has received only four health citations in the past twelve months, which is considerably lower than the national average of 8.3 citations per year. Additionally, the facility has received no complaint inspections in the past year.
Solaris Healthcare has faced allegations of nursing home neglect and wrongful death in the past, as has the prior owner, Advent Health.
Regents Park of Winter Park
Regents Park of Winter Park is a 120-bed facility located at 558 N. Semoran Blvd. in Winter Park, Florida. Regents Park of Winter Park is a non-profit facility known legally as ISLF Regents Park Winter Park, LLC. Regents Park is owned by the Institute for Senior Living of Florida, Inc.
Regents Park of Winter Park received zero health citations in the past twelve months. Furthermore, there were no complaint inspections in the facility during the past year. The nursing home is also a recipient of the Governor’s Nursing Home Gold Seal Award.
Even though it is rated highly by government inspectors, Regents Park of Winter Park has been named in civil lawsuits alleging nursing home abuse and neglect.
Are Government Nursing Home Ratings Accurate to Determine Orlando’s Best Nursing Home?
Government ratings are inherently flawed because they are based on inspections, which do not factor in unreported issues.
Further, the inspections are inconsistent and random. So a government rating is not a conclusive way to determine Orlando’s best nursing homes.
Ultimately, all nursing homes have issues. Most have faced nursing home negligence lawsuits alleging some pretty awful things.
If you are putting a parent or loved one in a facility, finding one with a high star rating is important. However, you should visit each one in person and go with your gut feeling to determine the best Orlando nursing home for your family member.
